Sealed permit plans for Treasure Island homes: ground-level enclosures for homes that have been elevated, elevated decks and stairs, docks, seawalls and boat lifts, additions scoped against the 50% rule, and new homes. Photos and a survey are enough to quote. Fixed fee, quoted the same business day.
The City of Treasure Island Community Development Department reviews the permit through its Online Permitting and Planning System (OPPS-TI). The City places the whole island in a Special Flood Hazard Area, sets its Design Flood Elevation at base flood elevation plus 2 feet, and logs maintenance and repair work toward the 50% rule, so we size the scope with that line in mind. After the lift, the City's Nonconversion Agreement for enclosures below elevated buildings is recorded on the deed before the permit issues: the space is for parking, storage and access only, with flood openings that stay clear, breakaway walls where the Florida Building Code requires them, and unfinished flood-damage-resistant materials. Seawalls go through City engineering review with a signed and sealed drainage plan, and Gulf-front surveys must show the Coastal Construction Control Line. Docks and lifts have their own City packet, and Pinellas County Water and Navigation permits docks and seawalls inside city limits too. Outside the High-Velocity Hurricane Zone: Florida Product Approvals.

Questions about permits in Treasure Island
Can I enclose under my elevated house in Treasure Island?
Yes, for parking, storage and access. The City records a Nonconversion Agreement on the deed before the permit issues. The enclosure then stays limited to those uses, with flood openings that remain clear, breakaway walls where the Florida Building Code requires them, and unfinished flood-damage-resistant materials. Later changes need a new permit, and the City's Design Flood Elevation is base flood elevation plus 2 feet.
Do I need an engineer for a dock or seawall in Treasure Island?
For a seawall, yes: the City's checklist asks for signed and sealed drawings, a signed and sealed boundary survey, a drainage plan sealed by a Florida-registered professional engineer, and City engineering approval. Docks and boat lifts use a separate City packet, and the County application for docks and seawalls runs alongside it.
Can an engineer do my plans without a site visit?
Yes. The work is remote: photos and a survey are enough to quote, the set is built from the survey and the dimensions in hand, and your contractor confirms field dimensions before building. We send the sealed set in the format the Treasure Island department asks for, with the survey elevations tied to NAVD 88.
